CAG's petition to conduct Public Hearing in Tamil Nadu

Recently, the government of Tamil Nadu petitioned Dr Harsh Vardhan, Union Minister- Environment, Forests and Climate Change, seeking exemption from the Public Hearing process for a few categories of projects. Public Hearing is, by far, the most institutionalised platform that people have, to voice their views on issues concerning them and the environment. And yet, the government wants to do away with it. Here is our request to the Environment Minister asking him to disregard this request from the Tamil Nadu government, which is seeking to disregard the voice of the people.

Comments on the proposed amendment to EC of ITPCL, Cuddalore

IL&FS Tamil Nadu Power Company Limited (ITPCL), which runs a 1200 MW coal-based power plant in Cuddalore, is seeking to amend its Environmental Clearance (issued in May 2010), to change the nature of its coal- from fully imported Indonesian coal to a blend of 25 % lignite(from Neyveli Lignite Corporation's mines) and 75 % imported Indonesian coal. This proposal, which now involves transporting lignite by road passing through 29 villages, is being labelled 'modernisation'. Here are CAG's comments on why the proposed change- without a thorough EIA- is problematic.

Curriculum on Monitoring and Compliance of Thermal Power Plants

This curriculum, a part of a series of educational materials developed by CAG, covers best practices a thermal power plant should follow for protecting the local environment. The curriculum seeks to demystify regulatory standards and apply simple techniques to the thermal power plant production cycle, to prevent and mitigate environmental damage.

Comments - TNPL Expansion, Manapparai

Two years after commissioning a captive power plant with a multilayer-coated board project in Manapparai Taluk in Trichy, the TamilNadu Newsprint and Papers Limited has proposed an expansion. Here are the comments from CAG on the proposed expansion, submitted to the TNPCB as part of the Public Consultation process. In this, we highlight issues in the proposed wastewater discharge mechanism, its impact on groundwater and soil, and the provision of drinking water to nearby villages, which has been a contentious issue since the start of the plant.
